A leader can be busy, committed, trained, strategic, articulate, and hard-working and still not produce breakthrough. Trust does not deepen. Accountability does not stabilize. Communication does not become more authentic. The leader is doing leadership activities, but the breakthrough is not being produced.
Leadership without breakthrough often appears as responsible activity with limited transformation. Beneath the activity, people are not fundamentally different. Conversations remain guarded. The same interpersonal breakdowns continue.
